Note: You will see Safety Fitness Certificate (SFC) and National Safety Code (NSC) used interchangeably. If an issuer advised that you require an NSC, you are in the right place.
Application process
The safety fitness certificate application process has two components:
- Application form - Complete the online form on this page.
- Knowledge exam - Successfully pass the NSC knowledge exam as a means of ensuring a basic understanding of transportation safety compliance. View the NSC knowledge exam study guide for more information.
Before you begin
Requirements
The following list is some of the information you will be asked to provide. If this information is not readily available, you can still submit your application, however the process will be delayed.
- A lease agreement, or mortgage document for the location of your business or where vehicles will be stored when not in use.
- Certificate of Incorporation (companies only) - must include the names of the principal owners, directors and shareholders.
- Carrier profiles of any non-Saskatchewan NSC carriers you are associated to (if applicable), including your current carrier profile (if applicable). Must be dated within the last 30 days.
- A list of drivers operating for the carrier.
- Certificate of Insurance showing Commercial Auto Third Party Liability.
Applications do not save. Once an application has been started it will either need to be completed and submitted or abandoned. If you would like to keep a copy of your application for your records, please ensure that you download or print a copy once you have submitted.
Note: The following applicants can not be completed through the online process, if any of the scenarios below apply to you please contact our office at 306-775-6630 and we will be happy to assist you.
- Registering a vehicle(s) between 11,000 kg - 11,793 kg
- Registering more than 10 vehicles
- Applying as a group that includes one or more businesses
After you apply
- It may take up to 15 business days to process your application.
- For timely processing, ensure you have submitted all of the required information and it is correct. Carrier Safety will follow up on incomplete applications.
- Upon submission, the electronic application is automatically sent to Carrier Safety Services for review.
- Carrier Safety will complete a thorough review of your application, this may include a site visit.

Disclaimer
The Administrator reserves the right to review the status of your National Safety Code (NSC) Certificate at any time. Your Safety Fitness Certificate (SFC) will be cancelled if you have no NSC-required vehicles registered in the past 12 consecutive months. Cancelation or suspension will require the carrier to reapply. False or misleading statements will result in suspension or cancellation. Incomplete applications or inadequate documents will result in the process being delayed.
